If an account gets banned, does it's username become instantly available to be taken? Or is there a 30 day wait period?

once of my accounts that got ban is still unable to use and that was months ago i think sometimes you need to message jagex

My main was banned with a pretty decent username, but the name is still in use by the banned account. It's been banned for months.
