I have been in contact with the user, and he claims it's just a mistake and that he has sent his ID and stuff to get it reversed and that Paypal has limited him, however 24 hours later and it still it was not reversed. (sorry if the other dispute I made didn't get looked at and accepted, there's more to the story now though so i figured i'd make another one.)
