Every topic is locked

When i am in the account section, it shows every post is locked and I can't reply to any topics saying i want to buy the account.

I believe it's due to the post restriction (100 posts), but I didn't knew it effected replies as well.

When i click on the link, it says I don't have permission. But when i go down to requests i can start a topic. 

And i thought it only affected starting accounts, but not replies as well.

Yeah, I'm pretty sure it's also meant to be that way.

I used to be able to reply, and a friend of mine doesn't have all the topics locked. I'm just wondering if its only me and why.

Unfortunately, the ACP doesn't allow us to implement this. We have set a post requirement of 100 posts for the account section but this means that you can only post and/or create a thread if you have 100 posts. We cannot implement something that would allow people to post on account threads with less than 100 posts and make sure they cannot create a thread in the section at the same time. I hope that the following picture will show you what I am trying to say.
