If you don't have enough balance and no card / bank account linked it will ask you this.

Either add some more money or link something to fix.

I'm pretty sure that if you have balance you don't need to link it, seeing you well added money.

You can also just link your bank account, that way you don't even need balance.

To clear thing up, it will draw from your balance if you have the correct amount.
