I don't know if it is me or him. Paypal is saying it's on his end but I will check my bank as well to double check.

 

Not sure if I'm allowed to post here as I'm not involved in the dispute, however if the issue is on his end 2m at bogla is $3.28 currently, and that may be a more simple solution

So you're paying directly using VISA? Is it possible to send it using funds on your PP?

I'm pretty sure rsgp isn't an option, otherwise he wouldn't have asked if PayPal was okay in the first place. But thanks for the suggestion.
