Just use a fucking autoclicker, good ol' Gary in the hood got me plenty of exp over the years on various accounts during various periods of the game such as bot nuke and still today when they are going hard on bots on 07 and I've never been banned for it.

Using osbuddy would alert jagex as a third party software. I doubt you will get banned for that.

because the flicking must be fast, about 1 sec or so, not really long

Do you open two seperate clickers then? So set one to click every 40 seconds and the other to click every 39?

Btw for me using whip with max strength gave me about 7k more combat xp an hour compared to Dharok and DH you have to repair so DH is a nono

Depends on your goals but once you can wield whip your priority should be str>atk>def
