So since I do not have a credit card Linked to my PayPal , I cannont buy scripts or vip. I have no problem sending people money, and some other websites. Is there anyway to get it without me having to add a credit card?

Buy a voucher. That worked for me. I had to link a card for script purchases and vip, but i bought a voucher which worked.

Yes, you could buy e.g a gift voucher via runescape gold :)
