API Missing Features: getCombatLevel() for other players

It would be great if other players' combat levels were hooked, and then could be accessed in such a manner like the existing getCombatLevel() for NPCs.

If anyone currently has a method that gets other players' combat levels, feel free to post that!

Is there a way to change the type of a player to NPC? I tried the simple way of casting, but that doesn't work.
