If you are using OBS or X split, they both have audio delay functions. Tweak that and see how it goes.

I know this sounds incredibly trivial, but with the most recent osu update, my offset got fucked and I had to change everything around, you changed that right?

No, it's not an ingame problem. This is how my OBS interprets my stream to my viewers.

You're looking for the force desktop audio to video timestamps or whatever. If it is your microphone that is not syncing, you want mic sync offset https://jp9000.github.io/OBS/settings/audiosettings.html
