i think i want to have a level 3 account brand new splash to level 70 mage then buy memb and make it a rusher, but do i need 40 range to get the green vambs to be able to splash? i cant find a combination of items to lower my mage attack bonus enough

Well, if you're a member you can do Berserker Neck (Obby neck) for the -10 and Iron boots for -3

 

 

 

With just obby neck you wont need 40 ranged.
