If only we lived in that kind of world. 2) Any reasonable person would be okay with providing the information requested unless they had alternative motives.

Sure the account is verified but when you make the payment and provide proof that the person's ID at the time of payment corresponds to the paypal account's information there is no way for the buyer to claim that the paypal account was not in his/her possession at the time of purchase, which is how many payments are disputed. Under the pretense that it was an unverified transaction.
