It doesn't matter; the TOS is a requirement to protect you from scammers and to inhibit service providers who are scammers.

If you don't intend to do this long term, you may find it easier to scavenge the service request form where sometimes users post quest orders(it's how I got my start even when I was only around four feedback and not even VIP, so it's definitely possible to get jobs).
