If a user scammed and refunded the victim, does he come back with a TWC attached or nah?

If he actually scammed, then they do get TWC. If they were claimed to have scammed and it was a misunderstanding, then nothing happens for the most part. Most people that scam are banned and rarely return.

True. Personally the mods shouldn't put them selves through the trouble of another "potential" scam and just keep them banned :P

If someone scams then refunds they remained banned. If I'm handling it, at least.
