You get 99 slayer without getting a slayer point, but you can't get slayer points without getting slayer c:

Bolts are the fastest method my friend.

 

More expensive though but can break even if do right methods!

If you have money then bolts, if u don't then simply bows (those are atleast 150k an hour which isnt bad at all)

Yews or Maples for money

yew longbows until you can make magic longbows. Make magic longbows until you reach 99 fletching. Goodluck!  

Basicly when you can do a new bow do it. Also, if you want most exp just go ahead and buy the (u) bowsand bowstring and you'll get more exp an hour than cutting logs.

You get same exp for cuttign a bow and stringing a bow, but stringing is faster for about 100-200 more an hour.

Cut maple logs into longbows, string > sell. Cut yew logs into longbows, string > sell.

 

 

Same for magics but you said cheap.

 

Also, attaching feathers to broad bolt's is good i believe. Need slayer for that though
