Honestly, if the owner gives you the information to recover it, he will be able to recover it aswell (obviously). No matter how many times you change the password, registered email, security answers etc etc. the original owner will always have the original information, hence JaGeX will believe, that he is the owner of the account.

Just tell the guy selilng the account that if you recover I will take legal action against you and your entire family until you burn to the ground
