Does Jagex just ban the IP or the IP range?

Well, I've made 2 accounts and they both got perm banned 2 days after creation, and I changed IP but apparently that didn't work. 

 

So let's say the IP I got banned on is 11.111.11.111, and when I'd reset my router i'd get a new ip ex: 11.111.22.222, so does that mean I am still IP banned even though my IP did change?

Probably not but there is some debate about whether jagex can see your mac address.

well, let's ask this. were they botting when they were banned?
