hi, i agreed to do 21 quests for blue( 7x druid circle,jungle potion, and tai bwo wannai trio)  which first was 7 quests, and after agreeing that, he said prequests too. i didnt back off then. now when i have done 14 quests, and started tai bwo wannai trio on all accounts, he thinks that he's not going to pay....

I hired z1ll3r to complete some quests on seven different accounts. The original order was given on Monday, and I was told that it would usually be completed within 1-2 days. I was then told by z1ll3r on Tuesday that he would need some extra time to complete the task, around 24 hours. I agreed to that and gave him extra him to do the task. On Wedesday he told me that he would not be able to complete the task, I didn't understand why he took the job if he could not finish it. I hired him for the complete task not part of the task. When you're in a business, you expect the whole product not half of it. We made the agreement that he had 24 hours to finish the task otherwise he would not get paid, he had agreed to the statement (as you can see on the Skype logs posted on the dispute). There was a lot of time wasted as he finished the first part of the task on Tuesday and only tells me now on Thursday that he can't fulfill these tasks. I needed these accounts done as soon as possible and he could of acknowledge me that he wouldn't be able to complete it sooner rather waste another 2-3 days of time. Also there is no clear way to pay him half of the work as we agreed on 750k for the whole task, and the two quests that he complete were easy quests and the final product would take up more than 75% of the cost. I don't believe I should pay him for the work he did because we agreed that he wouldn't if he did not complete the full task. Also another thing I would like to note is that I supplied the accounts with supplies and this user has died multiple times losing the items needed for the quests. I would like him to regather the materials lost. On the final note, I don't believe I should pay him at all because of the agreement and the time wasted.

Nevermind, the OP has updated the screenshots. 

 

According to the Global Terms of Service OSBot goes off of, "If a user buys a service that is not completed fully within the time period set, they can request a refund unless valid proof is given." Meaning, since you guys agreed here that the order should be done in the next 24 hours and Z1ll3r didn't complete the order within the promised time-period, @Blue is not necessarily required to pay you.

No sadly, remember never to make agreements with another user unless you are positive the stipulations can be met.
