Dispute against Justin

Details: I purchased 5 Proxies from this user, and he went to bed before we could set them up. He has removed some of the things in the skype logs where he admits that the proxy company has been having issues thus creating problems and downtime. I requested a refund from the user because I was guaranteed working proxies, meaning they don't go down a few times a day. Now I've told him on occasions that the proxies are down, and all he tells me is that he called the company and they told him that they've been having problems. I've been using the proxies for over 48 hrs, and were purchased on Saturday. The user refuses to refund me fully. He said I can still use the other 5 proxies, and hes willing to refund me HALF of what i paid for the other 3, even though it is not my fault (nor his) that they aren't working, but in that case he shouldn't be selling proxies that aren't functioning properly.

All I want is a full refund as I've had multiple problems with the downtime of the proxies that were sold to me.

I've forwarded this thread to @Justin, please be patient and wait for his response.

Thank you.

Yes, I have offered partial refunds and I spent extra money, out of my own pocket to get these proxies working. This is 2 days into a 30 day process, the user even if I refund still has access to the proxies. I do not see how that is fair, they are working, the log in server was just going in and out, all the user had to do was log back in the website I gave him and they would work again. That issue is fixed. I do not see why a refund is necessary. When i have gone out of the way to assist the user, if he gets what he wants, I'm out the $ i spent on the proxies, the gp he paid me with, and the gp i spent to fix. It has only been 2 days, and like i said they ARE WORKING and the user just needs to log back into the site if they stop working, which is being fixed as we speak and getting new log ins.

@Regretz, have you tried following the instructions he has listed? If so, please post evidence of yourself doing the steps he has provided, and then post evidence of the proxies still remaining non-functional if possible. Or vice versa, @Justin posting evidence of the proxies working.

Edit:After screen-sharing directly with @Justin, he has shown that the exact proxies given to the user are completely functional.
