Account locked as we suspect it has been stolen

Hey,

 

I bought a RS account a while ago and today I tried to login and I got this message:

Does this mean the dude where I bought the account from is trying to recover it?

 

Or is this an automatic safety process by Jagex (because of the different login IP)?

 

The registered e-mail is also removed.
