You didn't pay it twice it was transfered from your bank to paypal then paid via paypal as it is usd and you have euro's. you where only charged once.

 

The one you are questioning is still pending and is not an instant transfer it is more then likely a echeque which is why it's waiting to be cleared.

It doesn't look like you were actually charged the second time, if the payment goes through in error make another thread and it will be handled. Thanks.
