By limiting the areas, what they mean is they will have multiple staff members (p-mods, jmods, etc) going around areas which raw resource materials can be obtained and banning them. I believe that they'll most likely try to wipe out & clear all Gold Farming bots first as a main priority, and then be concerned on combat.
