After receiving further information I've proceeded to ban the user. Please keep in mind that since the user claimed 'non-receipt' you'll automatically win if you give Paypal a call them tell them the goods are from an online game (intangible/digital goods). By doing this you'll be restored what the disputed member has taken from you.
