i've never seen a perm ban first offence unless its 2+ accounts running.

I haven't seen a first offence perm besides for goldfarming tbh

He wasn't telling anyone he got banned. He was rubbing it in that he didn't get permed!

how did you manage to get it quashed done to a minor?
