People keep telling you to upgrade your RAM but I am 90% sure that's not going to help. 4gb is more than enough to run quite alot of stuff at once. For me, Windows uses about 2GB meaning you have another 2GB spare and each client isn't using 660+ MB each.

I'm confused why its 64 bit but not all the RAM is usable.

Don't use a VPS that is for botting. They scam, seems to get banned more, and over charge.

Your computer should run 3 bots no problem though. 4 GB ram and 3.00 GHz CPU is decent.

 

Don't make bullshit claims. It depends on the company you make a purchase with, many people with no computer knowledge can setup VPS's and you could be foolish enough to make a purchase with them without prior research. 

 

+ His processor is horrible, if he wants to run more bots his processor seems to be the only reason he can't.

Some RAM is reserved for your GPU if it needs it.

 

Edit: P.S If you decide for some crazy reason your going to add in more RAM 32 bit systems can have a max of 4GB of RAM. (I'm not sure if your system is 32/64 bit (cba checking). Nvm I looked at the picture in the OP
