So someone is going around the forums bumping threads and then a mod is going around closing them. Can a mod go and close those threads before they get bumped? It is just causing spam.

Not entirely sure. I just marked all the new content as marked, but everyday, I noticed a bunch of closed threads in the new content that was created a while back.

How is mod able to know which threads are being bumped? It's near impossible to guess what threads will be bumped.
