I am not sure why he is still allowed on the forums after having the intentions of DDoSing a member of the forums,

The rule posted above clearly states that the having the intent to DDoS a member of the community will result in an IP ban  -

Even if it was an 'empty threat' he still displays bad intenions. For example, if you claim you have a bomb in an airport you will be treated like a terrorist. Hopefully he will be taken care of justly, thank you.
