I've gotten level 99 thieving twice, no bans on the way there.

Pyramid plunder is risky though, the method I use is ~130k/hour at 95+

 

was getting 170k+ with gloves of silence, i highly recommend ardy knights

Yeah, gloves add a bunch of exp, but I've been using SSF to level thieving for a long time now, so I don't have the ability to use them. :(
