Im currently looking for a cheap VPS with good up-time myself, tried linked-hosting (2gb ram for 4.99) but they have a very bad connection so it doesn't work out even though they're very cheap.

Find a cheap, good one and bot off a vpn...

I don't think carbonhost allows VPNs & without a VPN on their flagged IPs, you're screwed. Trust me, I tried.

    People tend to keep the VPS they use to themselves as the more public it becomes the higher chance Jagex have of flagging the VPN's IP, redeeming it as useless.

    I tend to go towards the lesser used VPS' as well. Less likely to be banned that way.
