Reasoning:

 

User and I agreed on a price a few days ago, he paid and I told him everything that came on the account. He paid and then today he told me on skype that I should refund a few mill or else he'll leave me negative feedback. 

I've alerted the member, he has 48 hours to respond with evidence backing up the negative feedback. If he fails to respond I will remove the feedback in question.
