The only reason some people sell lvl 3s for 1.4m is because they have this special coupon that lets them buy membership really cheap. Uh, no one will sell to you for 2.5m Sorry.

The 30 - 35 day level 3s you are buying are due to the Recruit a Friend system.

This means someone buys membership at full price (Meaning about 3.5-4M RS07), get membership on their main account, and 'free' 30-35 day membership on a fresh new account, which they they sell to make some of their money back.

 

So yes membership on a fresh account costs about 1.4M because this account was essentially received for free.

However if you want to extend/buy membership for a preexisting account, the market price is about   3.5-4M RS07GP for a game card code. (You might want to look into buying bonds though, those are much cheaper!)

 

Edit: Looks like a few people beat me to explaining! As we all said, 2.5M is extremely low, and I'd be weary of scams, anyone selling for only 2.5M is most likely not legitimate.
