He wants you to buy gold for him via PayPal from a gold seller. He will provide money for you to buy but he will chargeback leaving a negative balance on your account and a open dispute.

 

He needs someone with a verified PayPal so you won't send the money to another account therefore running away with the gold without spending a dime!
