It should not be required in a service thread's terms that someone should have to vouch for them to get the service. Vouches should only be awarded if the customer is happy with the service.

OT: Yes I also support this suggestion because, I wouldn't want fake vouches on people's service without even using the service.

I think that people who own a service have the right to demand a feedback in their ToS. It's the person buying the service that needs to decide on weather they agree with the service owners ToS.
