client help did i hide the fps/reaction thing somehow or why can i not see it>?

why is this bit not showing on my client anymore? it did a week a go

im trying to change reaction time but the top part of the settings panel is gone, (not the bit in red) the recommended settings allow override fps and reaction are not showing
