I was setting emails and appealing bans on some of my old banned accounts, and I always seem to reach the limit of request and be temporary blocked after setting a certain number emails and appealing bans. However, the number doesn't always seem consistent. One day I can appeal 10 accounts before being temporary blocked, another day I can appeal 5 accounts on the same IP. 

Does anyone know the pattern/limit of the number of request you can send on the runescape website on the same ip?

4 per 4 hours per IP is what I limit to
