I am planning to manual ToB for like say 1B/month. Is it possible to mule over such amounts of cash w/o getting banned? Should I kill my character on wilderness with rares to a mule? Should I stake against RWTer and lose? Can anyone give a good advice on this?

 

Dont trade 1b at once.

Try to use drop trade, using it 4+ years never banned. 

And yes  you can use stake trade. Thats also works.

If you trade in 100-300m amt y will be fine. I've bought 100s il mil and am fine.

 

Make yourself a lvl 3 shitter. Trade thengp from your main to it(same.ips so jagex wont care)

Then use the alt to trade to.whoever if your trying to sell.  That way IF something happens your alt gets banned
