PayPal cash account required by march 29th?

I received an email today from PayPal today.  Email states that all users must have a "PayPal Cash Account" by March 29th if you would like to continue to send, spend, and receive money through PayPal.

Their email only tells what a cash account is, and that you NEED one. It doesn't tell you anywhere exactly HOW to create it or link it.

Does anyone know how I create this account or link to existing PayPal? I've been looking everywhere and I can't find out much about it.

It should be automatically created and linked to your existing PayPal account by March 29th 

Nothing required from you, as far as I know.

You're 100% correct, I just ran into this on PayPal forums: "If you have a personal PayPal account and have confirmed your identity with us before March 13, 2019, there’s no action you need to take." I wonder why they didn't state this in the actual email.
