Wouldn't these accounts get locked like 99% of the time? since the tutorial island isn't completed on the same IP as account creation?

No, there are others who sell fresh accounts just like this and it is not an issue. 

I'd actually consider buying these in bulk to save time with captcha BUT:

Correct me if I'm wrong but I create my own accounts for my farm so I have quite a bit of experience with this.

In my experience, when I create accounts I notice if you create an account on one IP and do tutorial on another IP the accounts will be locked automatically. This happens literally almost every time if you switch IP's between creation and tutorial.

I do also assume that upon tutorial completion these accounts will also be automatically locked.

What makes these accounts different?

I haven't had an issue with the IP change from creation to actually using the accounts. 

There are also other people who sell accounts just like this and they seem to have no issues with the accounts.

Even if the accounts get locked it is quite easy to unlock them.

Of course nobody really wants to do this but it is fairly simple.
