I tried to download osbot and in my browser when I try to open it where it asks to “open, save, or cancel”, when I hit open nothing happens, tried Advertising other bots isn't allowed. as well and it won’t work. Can someone help? 

This is not a place to ask for help from the community, only Developers can approve and review topics here regarding client bugs. This is not a client bug, so try in the General Help section next time for a faster response. You need to SAVE OSBot, not Open it.
