Is there a limit to the number of items you can pick up per hour?

For example, collecting cowhides for an extended period of time and then all loot dropped by enemies killed by other players no longer spawns.

I can fix this by logging for about an hour coming back and its fixed. Any idea to what this may be?

i am pretty sure there is no limit unless it was recently introduced but that sounds really bad for everything so its something on your script probably
