Explanation: Bought 7 tutorial accounts for 90k each. Found 1 week later that those 7 are all banned. I wouldn't be making a dispute about this if the accounts weren't banned. I don't care if the accounts were only 630k, he sold me accounts that I never botted on. I suggest he can either refund me 630k or be put in TWC.

However, a seller is not at at fault for bans that occur on an account after the trade according to the Global TOS. If you can prove the bans happened before the account was sold we may be able to do something for you. 

There is no way to prove if they were banned and if he didn't bot on them, for the other accounts I sold, none of them were banned and I got 0 complains, I'm sorry but I am not responsible for what happens after I sell the accounts. If I did that everyone would just say they got banned whether they botted on them or not.

If you do have evidence they were banned immediately after purchasing open a new dispute.
