Nope

Pass Position with Z coordinate different from bot's current position and still get TRUE result from map.canReach().

I think yes, from the time when Area didnt have z coordinate.

Old API didn't do a z check, however we have private API to do the checks now in web walking. Unfortunately this would probably break a lot of scripts and I would be blamed for it. I agree, but there's really nothing I can do about it.
