Tome of fire, mystic smoke staff, and occult necklace will allow you to hit 36 with fire wave. 

also, the account is hand trained, has horror from the deep completed, and has no bans or offences.

Death pleatue, tree gnome village, grand tree, water fall quest, Dwarf cannon, and horror from the deep on it.

those would only add about 1m onto it
