VIP Issue

I am trying to purchase VIP, which I have done in the past. I am trying to get a new subscription for it but, whenever I go to buy it, it tells me

 

 

 

Does anyone know how I can rectify this situation?

I understand it says click here, I've done that and it does nothing for me. I am not that stupid.
