i did sell him this account but did not lock it or recover? no idea why jagex would lock the account but it was noting to do with me. Will try to recover to my email now and let u know.

You said there was 0% chance of recovery, most likely meaning you are the original owner. The account was locked by jagex because it was being recovered. It's not locked anymore now but the pass was changed. Who else could've had enough details to recover the account?
