im wondering what difference in bans is flagged ip to normal ban?`is flagged ip always permanent ban? because i just bought new vps and got 48hours ban on 2 accs lol...

I'm sure a flagged ip means that Jagex knows your ip address which they can use to ban all your accounts or instant ban them when you log on botting or not mostly happens with gold farmers so I hear

I believe bot busing moderate, is when I J mod hand delivers the ban, I dont know much about a goldfarming ban, I rotate new vpns every 5 days or so

Flagged ip doesn't mean it's always going to be a perm ban. My ip was flagged on the VPN that i was using because it was a commonly used VPN. I got x2 perm bans and 4 regular bans in a matter of 24 hours.  made a new account to test that ip and it got banned within 20 minutes of botting. bot busting bans usually get you for 2 days since it's done by hand.
