See if you just have a 'java' option, not java se

First, I need to know where your OSBot is located. (In which folder?)

Execute these steps if you know where your OSBot is located:

cd C:\Users\Name\Desktop

After you've navigated to the destination folder, execute the following:

java -jar "C:\Users\Name\Desktop\osbot 2.4.69.jar"

If it does have trouble opening up the file, you will be prompted with a error in your command prompt. Ofcourse change the Name to your own name, and the version to your desired version.

Oh, and also remove the Java SE, and replace it by using the default Java, which is located at http://java.com/nl/download/ (If you are from another country you can remove the /nl/ from the url.

Let me know if this was of any help, and if you have any further questions, I'll help you with them.
