Windows 7, but thinking of switching to a linux distro.

Could someone please make it solid black with a white glow around it. Frankly, I am terrible with GIMP and need someone who has better skills than me to fix it. Here is the original picture, all I did was throw in the words "Diamond in the Rough" Payment for it will be 500k since it is a quick job. PM me when done with it please.
