Look at the date the video was made. They made it available for 1 def pures for some time but then they put it behind the mm2 quest so that 1 def pures cant get it. You can check the patch notes, I dont really remember when they made it so that you have to do mm2 to wield it.

You cant get back to ape atoll without claiming the reward, which gives defence xp. Polls need 75% on yes to pass and to be implemented in the game.
