Uninstall skype, then Call your ISP and tell them you want a new ip. Make sure they do give you a new one.
If you ever want to use skype again, you need to make a new account. otherwise they will get your new ip again
as far as i know you can only pull an ip through a skypecall - can easily be done by looking at your network activity during call

So far creating accounts without locks, but how long should one wait to know for sure if its going to get locked or not?
