People move, they have policies in place. Honestly, sounds like your doing something illegal/scammy and trying to rope in an innocent user. The fact you think this is the answer, gg.

This is against PayPals policies so I advise anyone NOT to do this. The user should call paypal and get their location switched to the UK.
